B. M. (Billie) Millner


Biography

Following graduation from Hampden-Sydney College in 1950, Billie served as a Marine Corps officer during the Korean War, rising to the rank of Captain. He then graduated from the University of Virginia Law School in 1956 where he was recipient of the Algernon Sydney Sullivan Medallion, and since that time has been in the practice of law. He was a partner in the law firm of Marshall, Blalock, Garner and Millner until 1987, when he became a partner in Jones, Blechman, Woltz & Kelly, P.C.  He is rated A-V by Martindale Hubbell.

During the practice of law, he served as an Associate Judge for the General District Courts of the City of Newport News, was a Member and Chairman of the First District Committee, and Member and Chairman of the Judicial Inquiry and Review Commission of the Commonwealth of Virginia. He was on City Council, Newport News, Virginia from 1966-1970, serving as Vice Mayor.

He has served as Board Member and Chairman of Hampton Roads Academy and Board Member and Secretary of Christopher Newport University. At present, he serves as a Member of the Chesapeake Bay Bridge and Tunnel Commission.

Billie is a Recipient of the 2007 Humanitarian Award, The Virginia Conference for Community and Justice.

Practice Highlights

  • Developed the first Planned Unit Development on the Virginia Peninsula.
  • Obtained zoning approval or Conditional Use Permits for companies such as Wawa, McDonald's, Bodie-Noell and Wendy's.
  • Obtained zoning and use permits for King's Creek Plantation, a major time share in York County.
  • Represented for a number of years major developers handling all matters from acquisition, zoning, construction, development and sales of various parcels, including residential, commercial and industrial.
  • Instrumental in developing Port Warwick, a 150 acre "New Urban" community in the center of Newport News, Virginia, which entailed new concepts of zoning and major revisions of the zoning, subdivision and site ordinances of Newport News to enable the project to proceed.
  • Obtained zoning approvals for Stoney Run, a 40 acre mixed use development being developed in Newport News.
  • Obtained required zoning changes for development of Patrick Henry MarketPlace, a 52 acre mixed use community now in the development stage, working out details of on site development plus planning and construction of a major off premises highway requiring more than a dozen acquisitions of temporary and permanent rights of way and dedications.
  • Served as lead counsel for the developer in the development of Huntington Pointe, a parcel which required a boundary line adjustment shifting 300 acres from York County to the City of Newport News, together with the acquisition of certain properties from the City so that developer may construct a major arterial highway linking Denbigh Boulevard and Fort Eustis Boulevard.
